Edelbrock Performer RPM heads are emitions legal I think.
I've got no experience with them though, so I can't really tell you anything about them other than that they are aluminum and emitions legal.

The Performer heads are emissions-legal, not the RPM heads.

My experience is not up to date. However back in 1990 I bought the Brodix street heads for my 1989 350 Trans Am. They had the EGR passages. I don't know if they are California smog legal or not but they have been passing the California smog test each time since 1990. Had to go to the TEST ONLY last year and it passed with no problems. Brodix makes a decent street head but it may not be the best for the money these days. There have beens lots of improvements. Allen

World S/R Torquers have the passages, but don't flow well out of the box. Bowl work and gasket matching highly recommended; they really benefit from the full "Standard Abrasives Do-It-Yourself" guidelines porting job.
World Sportsmans flow well, you have to drill out the crossover passage (I believe - only seen the instructions, not the heads).
Haven't seen them personally, but heard a lot of good things about Pro Topline heads lately.
