fuel pressure

when I have a fuel pressure guage hooked up on the rail it reads fine until the car warms up then the gauge bounces all over the place(well not all over the place but between 32 and 38 pounds) and the car is also hard starting when cold have to push on gas to keep running but when warm it's fine and the gas tank makes thunking sounds every so often like it has built up too much vaccum or something put new regulator and new fuel filter on.I didn't know if the pump is going bad or not. it also seems like it should have more power than it does. any help would be great

I was hoping that was not going to be the pump not an easy job to replace and to exhaust is rusty so after the pump a new cat back system then too.pump is not too expensive the exhaust will be though. the car has the dual cats on it.
