It sounds like to me that your dimmer switch went bad.
In a car that i had , mine went bad ,but it was the kind on the floor, changed it out and it worked fine.
Im not sure how you would change the one on the column

The headlight switch is probaly stuck on the high position. I had the same problem, I'm not sure if your switch is located in the same place as mine, but it is supposed to be connected to the steering column near the ignition switch. A steel rod in connected to the switch and to the turn signal lever. When you pull the lever it pushes the rod into the switch, which is a switch to switch between high beams and low beams. You can manually push the switch to turn off the high beams. The switch might be stuck or the rod connected to the turning lever is loose.I just put a manual switch under the dash. Or maybe the high beam relay is broken and needs to be replaced.

No click probably means the switch isn't being engaged. Try tilting your column all the way up or down to "click" the high beams off, then adjust the position of the dimmer switch.
