A small stall, 2400-2800, works well with stock LT1s. Won't give him any HP per say, but will lower his ET by as much as .5.

SLP 1¾" headers; for a cam, look at the Comp "305" and "502" grinds http://www.competitioncams.com/catalog/086_087.html

if you get headers, it probally won't add much, lt1 manifolds flow pretty good, but they'll help with other mods, there are lots of little lt1 mods, you'd probally have better luck finding them on a 4thgen specific site...there are tons of them.

2.02/1.60" Manley Race-Flo valves, bowl porting, unshroud perimeters, raise and enlarge runners, raise/match intake runners, better valve springs, lightweight retainers and 10° locks, screwed studs, roller rockers, Comp Cams 07-305-08 (.510/.520 220°/230° 114° LSA), enlarged exhaust, GM S-10 torque converter (P/N 24202310) and you should be putting 320 HP & 365 ft/lb at the rear wheels w/3.08 gears. At least I did.

i am gonna act like i didn't hear that... i know several people who have gained anywhere from 15-25 hp just from adding headers to an LT1... one guy got like 13 from some shorty headers... and one of my best friends got like 25 from his FLP LTs...

my buddies 94z dropped 3 tenths in the 1/4 mile just from a header swap. i would say they are a good investment.

The stock cast iron LT1 exhaust manifolds do flow much better than many other SBC factory exhausts, probably even a little better than the famed "Ram Horn" manifolds. However, at higher RPMs, headers are going to be beneficial. Don't use anything with a primary tube size under 1-5/8". 1-3/4" would be even better, since the LT1 doesn't need a lot of port velocity to make adequate torque. One look at the "non-existant" intake runners should verify that. Of course, you'll probably want to coat those headers to keep the heat in the tubes where it belongs.

SLP Shortie headers, SLP CAI, Accel 300+ Ignition, 3" Catack with Exhaust Cutout, AirFoil, 1LE TB Elbow, and TB Coolant Bybass will get you 286 RWHP.
To get over 300, do a cam swap.
This is the car I sold to my brother and that is the power we dyno'd at
96 Trans Am 6 speed,
This video here has the Dyno Run in it,

If you have less of a budget just a decent Cold Air Induction kit ($150-$200ish I believe) from any one of a half dozen aftermarket companies benefits the LT1s decently, not to mention the venerable catback, lots of choices there too. Hooker makes a good affordable system for one ($299ish, many others to chose from, alot of brands range on up to $700 though...)
Since you didn't specifiy if you were shooting for 300 RWHP or crank, I'm assuming you mean your friend just wants to up the stock power a bit to 300ish at the crank since you also mention a low budget (not gonna get 300+ rear wheel hp for what I consider cheap with a LT1). Couple bolt ons will put ya up at 300+ hp at the crank, I'd start with the 2 listed above...
Visit www.camaroz28.com , they have alot of fourthgen info there in the forums.
