exposed O2 wire? lack of power?

exposed O2 wire? lack of power?

OK, I have been fighting this battle for a long time! I have checked and rechecked spark, air fuel becuase i have a huge lack of power! My final step was to check the timming marks on the timing chain. I suspected the timing chain to be off one tooth. I'm just finishing droping the oil pan down a little bit and notice something.... the wire from teh ecm to the O2 sensor is completely exposed about 4inches. the wire was rubbing against the header where it was extremely difficult to see!

My question is would this exposed wire cause a serious lack of power?
And
Why would this exposed wire not cause a code to show up?

I forgot to add, I put it on the dyno and had a wide band 02 test done and my A/F ratio was 13.2 @ WOT which is where it should be. I did program the chip to make it richer @ WOT to 12.0/1 and it was exaclty that.

I have a piggy back addapter so I tried 2 bin files, one stock the other modified to run 12/1 AF @ wot.
