chevy van 4.3 V6 1990 not enter to closed loop

Hello,
I have a chevy van G20 4.3L V6 1990, the problem is that the ECM did not enter into a closed loop, changed oxygen sensor to sensor is heated (3 wires) and no change, temperature sensor was replaced two years ago and was the oxygen sensor wire 1's still not going imprisoned closed, no have catalytic converter, could be the problem? ECM 1227747, what I get from WINALDL:
When I connect a USB cable to ALDL the rpm up to 1000 rpm,
IAC: 19
MAP: 27.7 KPH
TPS: 2.2%
o2: 0.080
Knock: 198
rich / lean counter: 114

Is the van getting up to temperature? I like my efi cars to run at 190-200* while going down the road.

I'd start by troubleshooting through codes. If the block learn is all out of wack, theres gotta be some codes.

Well, I'd start by check fuel pressure, ecm grounds, vacuum leaks,make sure the ignition timing advances, ect. I'd do that before replacing the ecm.

with a 10k resister across a to be the idle speed will increase and knock retard will not occur. Close loop should be obtained at about 104F (185 ohms) that reading is off the ect. The o2 also needs to be actively moving and 500-600f. Is this a bcc from a export ?

bcc is the broadcast code of the eprom the three to four letters on top of the chip. so this data is just a snapshot of idle ? Is your o2 moving ? Most gm single wire or heated will be stuck at 450mv when they crap out or will be real lazy in swing.

yes Idle will go up if the 10K is left across a to be to start data flow on winaldl, Im not sure But I think tunerpro you can get the flow started and remove the 10k resister unlike winaldal for most c3 ecm's.

on the ecm have 2 chip, on the little chip write 8925 and on the big chip write 8609, Anl j . i was remove the 10k resister and:

Rpm: 800
Temp: 186 f
Iac: 16
Map: 29.2 Kpa
Tps: 0.47V - 1.7%
o2: 0.897
Knock: 21
rich/lean counter: 49

And the flag data that on:
Idle/cool flag
ESC 43B Ready for second pwr enrich
Rich flag
Asynchronous fuel flag
and DRP occured sometimes

The anjl should be a good file gm 16125098 I dont have a copy of it. The engine's running rich have you checked for leaking injectors? You can use a timing light and shine at the injectors and see dripping. the map look ok between 30-50 kpa 1-2v at idle. Tps looks good as well. Dose it go into cl off idle after a few minutes ?

My ecm number 1227747, i was replace the all tbi before 40,000 mile to new

Can you tell me what it is?

It's not even idle went to closed loop

Another thing by canceling the 10k resister does not appear to me error codes
(I know this because resistor connection socket B is a diagnosis)

the 10k resister just tells the ecm to start sending data flow to the aldl. I sorry are you asking what ae is ?
