You guys are forgetting the concept of overlap in the camshaft. If there's too much overlap, then evacuation of the cylinder of exhaust gases can actually pull some of the intake charge through the exhaust valve and out the exhaust, reducing the amount of intake charge that goes into the cylinder. This happens at low rpm's, but our camshafts are too dinky to really realize any of this effect, that's why opening our exhaust works so well, as Slade1 can attest to. I haven't opened my cutout yet, so I can't really back this up. My electric cutout is the McCord MPP2 that I got from a group purchase on this board, just do a search on the exhaust board for electric cutout, no big deal.
