Yep, I read that also. Voting this guy into office and giving the Democrats control of Congress is going to be the biggest mistake this country ever made.
At least Arnold seems to have found his gonads and finally is trying to put the breaks on these sham budgets that have been presented in the last few years. They have all been a shell game.
I think the real Democrats have stepped forward and it is not a pleasant picture. I just hope enough people wake up to what is going on otherwise we can kiss this country good bye as we know it.

The fines will be collected via the income tax system, which means that those who have been destroying our emergency rooms will still be getting off scot free.

California wouldn't be in this fiscal mess if not for the part of the Prop 13 initiative that requires a two-thirds majority in both legislative houses for future increases in all state tax rates or amounts of revenue collected, including income tax rates. This provisions allows 34% of the legislature to dictate to the majority, essentially allowing for minority rule and guaranteeing nothing will get done.

Overspending is what got us here, not the inability to raise taxes to 100%... which is what we would be paying without prop 13.

how about this - california has had 1.5 million decrease in legal residents in the last 10 years. during the same period of time the budget has increased by 40%.
who do you think gets that money?
well first we have teachers, who want raises for not teaching our kids to read. but they have a big union.
then there is the public employee unions, who have worked themselves into a great deal. they actually make more than people in the provate sector for the exact same job. then public employees get 21 paid days off a year, in addition to vacation, sick pay, etc, great public employment health benefits and a fantastic retirement system that allows them to collect retirement after 20 years and then start another gov job and start all over again while still collecting retirement. some even keep the same job as a contractor after they retire, and do it at a HIGHER WAGE.
then there is the fact that more than 60% of the people using our welfare system, school system, our roads and highways, are not even here legally. now i got no problem with people visiting but you want to have the benefits of citizenship you should wait in line like everyone else. and before you tell me im closed minded, tell their governments, like mexico, that dont take care of their own citizens but they have the money to do it.
so before you tell us that the problem is that its not easy enough to tax us think.
and if you think the state or federal government does not have enough money, take out your check book and send them more than you are already sending them. no one will stop you. but dont tell me - or anyone else - they dont pay enough.

When I was in school in the 60s California had one of the best if the best educational systems in the country, if not the best. Now it ranks 48th.
That didn't change until Prop 13. Sure there were other problems but we had a huge surplus of cash before and now we're about the pay our debts with IOUs. You can ignore the problem forever but it's still an absolute fact that,"It only takes 34% of the Legislature to stop California from reaching a balanced budget".
I'm sure they reached several budget proposals were a reached a simple majority all ready perhaps even a 60% majority but still failed to get that 66% needed to pass. So much for Democracy.

I agree that spending is too high but not that is the sole reason for this mess.

It is a damn good thing that there is a 66% rule in place. Thank God for Proposition 13. There is plenty of tax revenue and blaming Prop 13 is a red herring. It is the spending that is the problem.
Like I said above all you have to do is look at the yearly increases in tax revenue and compare them to the yearly increases in spending and it will become quite apparent where the problem is.

It apparently is beyond your education to realize that continued spending 50% than your projected income year after year and continually adding more spending programs is the real problem not prop 13.
I would guess that you are too young to remember that retired persons on fixed income in paid off homes were losing them because of the massive yearly tax increases.
Example a person on turbobuick living in another state just had his property taxes raised 30%. If your taxes are $2000/year thats another $600. You call that an act of responsible govt.
The fact that the spendthrifts in Sac could not limit new spending programs is why we had to put controls on them. If they were responsible legislators we would not have had to do that.

Sorry, but wake up. Gray Davis had a surplus, and he was in office WAY after prop 13 passed. Nothing like poor reporting and research to support BS claims and misdirect where the problem really is. If you want to talk about school funding, maybe you should talk to the Dems that pulled dollars from schools that were being supplied by lottery funds. When the lottery came into play the funds were supposed to be supplemental to the schools. Now they pull out how much the lottery funds supply from the base funding.
Balancing a budget means you dont spend more than you get. That has not happened in so long that we've been borrowing against expected tax incomes and now all those funding channels have dried up because of the financial disaster created since Recall Davis signed our lives away to pay absolute top dollar for electricity... and THAT is when our surplus vanished and we went into more debt than we've ever been in. Had nothing to do with Prop 13, had to do with poor decisions and lack of ability to stop spending like drunken sailors.

I have a good friend who is a Resource Economist for the CA Fish & Game Dept. He gets 17 days of paid vacation since he as 10+ years on the job. He got 12 additional vacation days a few years back instead of getting a raise. He also now gets 12 more furlough days, which means that's 12 days of ZERO pay.
Tell me again how all these state employees are getting uber time off pay?

Bret, go on the State of CA web site and search jobs and read the bennies.
15 paid holidays, plus 12 days vac at the end of the first year, plus sick days and if you are a State Licensed prof such as Engr or such you get IIRC 3 -5 professional days ALL PAID.
And this one day a month off (BFD), they have the option to work that day and the hours get banked to be paid at a later date.
And since I am in the engrg prof I get the pay/employment info quite often.
Civil Engineers and Surveyors for the State base pay is higher than the private sector, plus a lot more bennies, NEVER get fired, or laid off, good job performance is "do they show up" quality/quantity of work is immaterial, they can make errors that cost the public thousands of dollars and it's "Oh, well", and they will be exempt from income tax on their health ins.
Then, in their 50s can retire at 90% pay, and since they "manage" to work a lot of OT their last year the 90% is actually 100+% of what their base pay was. And without much trouble they get another State job or get hired back as a contract employee at their old job at top step pay. How do I know this, I know retired State/County employees that have done it and my neighbors sister and bro-in-law are currently doing it.

Since someone brought it up our schools wouldn't be ranked 48 if it wasn't for those d*** illegals! I graduated Banning High last year and the who:e time I wen't there my classes were taught bilangual. It makes me mad at wat our country is coming to, so far in 5 months Obama has spent more than Bush did his entire Presidency and that was with 2 wars! Now on to the health care thing. So they will be fining me 1000 a yr even though I have Health insurance through my work? Its an HMO and I only pay 52.78 a month! Is Obama High? Democrats suck! But I think he will be another J. Carter and we will have a second coming of Ronald Regan. Maybe it will be Sarah Palin?
