No, not the ECM. It provides a ground to the injectors.
Not knowing what year, model or EFI type of the vehicle in question, only suggestion I can make it to check the fusible links at the starter. Could also be an ignition switch issue.

Might want to check the fuse/connection at the pigtail off the batt cable, right close to the batt. (if whatever car you're working on is among the years/models that have that)

some one mentioned fusible links, which there are two on this setup. Could they cause this? Also what about pickup coil in the dist?

I am running out of options, have tried everything everyone has suggested and still no power to injectors. I know I have asked this before but could bad ECU cause this?

A failed ECM will not cause this. Study the diagrams. Power is provided by the injector fuses, and as was previously mentioned, the ground side of the injectors is switched by the ECM.
If there is no 12V supply present at the injector harness with the ignition on it is not the fault of the ECM.

The 12V supply must come from the ignition switch, terminal C2, via a pink wire. It routes through a splice pack, S164 to fee the INJ1 and INJ2 fuse bus and the distributor. The pink wire connects to the rear of the fuse panel.

Look at these schematics:
If you are correctly checking for power at the fuse on the fuse block for the Injector 1/2 fuses and not getting a 12V + reading than you should also not have power at the TURN B/U fuse. If you have power at the TURN B/U fuse than the only explanation is that the connector between the power wire and fuse is bad. That's all there is there. Multiple wires feed from that splice from the switched power wire from the ignition and if they aren't bad...
If there is also not power at the TURN B/U fuse then it is probably a problem with the ignition switch.

Update: I read in antoher thread something about the ground wires comining from the back of the heads to the firewall and to make sure they are connected. Well one was not it had completely broken off. I managed to reconnect and now the injectors pulse and the car starts right away. It seems this was the problem, is that possible?

Possible that it caused a lack of voltage on the INJ1 & INJ2 fuses, no.
