I didn't think anyone would even consider it.
I think to be nominated your car has to be in pieces to some degree. Or at the very least unfinished.
I'd like to be first please....

We should develop some criteria for it. Personally, I think it should be running to qualify.
HA! How bout this lump of coal. Its definitely turned out to be a project. Honestly I think COTM should be high quality, finished, running cars as it is now.
I see a project in that one. Has potential. When I first saw "project of the month" mentioned I must say I got a grin. Somehow "project of the month" has a bit of a comical tone to it to me lol. Considering we all have an adornment with these cars and have seen many, project of the month thread needs to go right up there next to parking lot poparatzi thread. Sounds like a little comical fun to me!
It was with tongue firmly planted in cheek that the suggestion was made however it may be gaining traction here.
Running or otherwise, there are plenty of candidates here.
Some cars have been together and apart so many times that they could be COTM and POTM in consecutive months.
I thought that project of the month was brought up a while back and it received a firm NO from higher up. Not sure if it was JT or not. Thought that part of the reason was to show what these cars can be and not further the stigma that some attach to these cars. although, don't they do that over at LS1.com?
Isn't the whole point of COTM to showcase the best in our community? These cars suffer from a terrible stigma. If it brings forth some great cars every month for people to see and somebody wins, mission success. The last few months, I could have voted at random and picked a phenomenal car.

I've noticed that too, and I think it comes down to two things:
1. People want cars they think deserve a win to win! This is a good thing.
2. The organization of this forum is not conducive to learning about what cars are out there. We have Members Camaros/Firebirds where people post their cars. However, these forums are oddly sub-forumed under Auto Detailing and Appearance. Then, people post their car threads in Fabrication, the Racing forum, the Engine Swap Forum (and its LSx subform), and now History/Originality is getting its own car build threads. There may be others, too. When I finally made a thread for my car, I seriously had to think about where it should go.
Then there's no logical photo showroom or general discussion area, unless you have your own car thread. But, as mentioned, where do you put your thread, and who will see it? This is why Auto Detailing and Appearance has so few threads about, well... Auto Detailing and Appearance. It somehow grew into the semi-general discussion/photography/showroom/misc forum for TGO.
COTM is attempting to fix #2, but I think some forum reorganization would really help.
His car is exactly what my car was when it left the factory. the only difference between my car and his is that the years have been great to his car while mine looks like it was pulled out of a swamp.
