Mandatory Z49 Canadian Equipment

Engine: LB9
Transmission: MK6
Axle/Gears: 3.45
Mandatory Z49 Canadian Equipment
Hey, school me on the mandatory Canadian Equipment RPO Z49? My '91 has daytime running lights, two block heater plugs (why two?) and some large springs on the wiper arms. Were these things a part of the package?

I knew about the automatic light sensor, the springs may be for snow to help keep the wiper blades more firmly planted on the windshield? Never seen those before.

Never seen the springs before either, I wondered if they were aftermarket.

This isn't much help, but I figured it post...
My car was older, but here is the "pre-delivery" window sticker for my old '84 15th TA. It was an Ontario car and the sticker was listed partially in French. Being a canadian car, it had an excise tax on the AC. My car also had the different gauges like yours, just the older style. There was a yellow Canadian sticker in the door jamb and it had that service tag holder on the dash which i'm told many of them from that area have
