Complete newb's first post. What is this wire?

Complete newb's first post. What is this wire?
Disclaimer, I am not a car guy, I am a computer technician, I am trying to slowly learn stuff, but its slow going.
There is a long version of the story which I will probably post at some point.
Short version, I got this car last July, it's been in the garage trying to nail down various issues after getting a rebuilt crate engine. I won't get into all the other issues and things that need attention right now. This post is for only 1 question.
In the last visit to a new garage that was recommended to me, they left this (or purposely disconnected) wire loose that appears to be a ground for something. The other end is screwed to the firewall. Any ideas where this goes, if I should leave it off and cap it, or reconnect it?

I just checked my car and I do not have that wire. I just have that main ground wire. I suspected that the black wire was something someone added because it it not a fine strand wire which is what is found in automotive wiring.
You can either remove the bolt from the firewall and remove the black wire completely or just cut it back up to the firewall and be done with it. If you remove the screw then make sure you do not drop it!!

do you have an engine compartment light that doesn't work? maybe its the ground for the light.

that is an add-on..something that you probably dont need...maybe for an old tach...my 91 only has original ground, no additional wires should be present and be sharing that ground.
