Blower vs More Cubes?

Blower vs More Cubes?
All this is in my 85 k5 blazer(close to 3 tons) and I know you guys almost all cars but you probably no more about engines than most. What I want is what we all want, the most bang for the buck. I need ungodly amounts of torque from idle to about 4,000. I am hoping for 400-550ft/lbs. Unfortuneately it needs to be CA smog legal.
My current setup is a Carbed 350, bone stock.
I have a set of vortec heads and corresponding intake for my carb for a small block. I also have about 2k in cash. I was gonna build a blown 383 with nitrous but no one makes smog legal blowers for vortec heads running on a carb. I am not sure I will get the numbers I want with that setup either. Is there any hope for a small block w/blower? Or should I put the money in a slow 454 I can build later? I would say 454 all the way but for smog it would need to be TBI which sounds like a pain.

running nitrous of heavy applications can result in the effective cylinder pressure doubling to dangerous levels including deonation.

I wouldnt run much NOS, proabably only a 50-75 hp shot when I need it. I am leaning towards a 454 though, they look to have around 375tq stock. Not impressive but a better brick to build on.
