Usually you launch at or just under your peak torque. Shift at peak HP and the rpm should drop to around the peak torque for the next gear.

What are your peak numbers?

The idea is to maximize the area under the curve. When your motor is at a point where it is losing power fast enough to mean that revving any more means a decrease in the area under the curve, that's the critical point. You usually want to hang on a little bit past this point to make sure you're in a good spot when you shift. My LS1 will rev to 6800 (rev limiter there) and only at 6600 do I get to a point where the area under the curve is decreasing. Therefore I shift as close to the limiter as possible without hitting it.
