From a 5.7? I run 14.6 with a LB9. Mid to low 14's sounds better.

Sure. If he gets rid of all that stereo equipment.

It's also got 3.23 gears, weighs at least 3500 pounds and is "rated" at 245 hp

The only way you'll know how fast your car is, is to take it to a track. Without actually racing it, you're only going to get guesses.

a stock 92 Z with 3.23's should run 14.4-14.2,the Flowmaster and K&N should knock another .2 off.

Well I look at it like this
Good lauch: low/mid 14's
Decent launch: mid 14's/low 15's
Poor lanch: low 15's+
Of course there are alot of variables involved. If you hook up and launch good I wouldnt expect anything slowed than mid 14's.

I will tell you what, you would have to have a HORRIBLE launch to go in the 15's with a 92 5.7.
I have had some bad launches in my car (2.2,2.3 60fts) and still have not run higher than a 14.2.

You should be in the 14.5-14.2 range stock with that car.
