Are you running quick enough to require a 5 point harness? That normally means 11.49 and quicker which requires a roll bar. If you're running slower than that then the rules say you don't require a 5 point harness and factory belts will do fine. Since the 5 point harness isn't mandatory, the expiry date doesn't matter. If you do run quick enough that you have to have the 5 point harness, the belts expire 2 years from the date stamped in the tags.
That's the rules however track rules may say even the slower cars using a 5 point harness must have them with valid date codes. Call your local track to ask but I doubt there will be a problem.
Those "plastic" race seats also need to have the back of the seat braced. That means attaching a bracket to the back of the seat near the top and attaching it to the crossbar of the roll bar to be track legal.
