What kind of rally are you talking about? A volkswagen can win one of scca's rally's. If you want to see a third gen rally car their everywhere! minus a few show off stickers! you don't need a rule book, you can go to www.scca.org and find all the rules you need!
You can even link to your local chapter from there and run as a guest at the next event. After you get your partisipant # on your windows take a picture of your car and you will see a rallytized third gen car.

Like most racing classes, specific cars work better than others. A third gen is actually large for dirt rally racing. It's also nose heavy and has poor suspension design for that type of racing. That's not saying if you spend a lot of money it can't be competitive.

Third gen racing usually dominates in road course or oval racing. Remember the IROC series. Each driver has an identically prepared third gen so the race becomes a "who's the better driver" race. There are even a few of us dumb ones who think it works well on the drag strip also but there really are better choices to pick from. Even the Mustang is a better drag car than the third gen.

it could work on some level, but you would really have to work at it to be anywhere near competitive. although the cool factor would be off teh charts teh long wheel base and large front adn rear overhangs would make it a challenge to get down many roads that are even used in local TSD events, much less a stage rally.
you are allowed a good bit of displacement in the rules, i think it is 5liters(someone correct me if i am wrong) so motivating teh car is nor problem(other than the fun of trying throttle control on dirt with a motor that can spin 'em on pavement )
the only mustang i have ever seen at an scca stage rally is a guy from finger lakes region i believe. i am sure he hass a blast, but on the national level he prolly gets clobbered by the **** rockets taht are actually built for that stuff.
if you have time/money to pour into it just for fun, i say go for it. you will have to find a condriver with a strong stomach and good sense of humor though
