Well, after much debate over whether to keep the car, sell the car or part the car, I finally got to the DMV this weekend and put plates on it for the first time since 2005. I doubled the mileage on the new motor from 32 to 65 in one day, and I think I'll actually keep it. It's running hot, so I'm going to get a new radiator and fan setup and then I should be able to drive it more.
I emailed the EPA to clarify the status of the emissions on the car, and was told that all OBDI cars are exempt, even if they were not in good standing prior to the law change. I still don't know how accurate that is, as I think the guy misunderstood my email, but we'll see how that goes.
The paint is in rough shape after only washing it maybe 4 times the last 7 years, hopefully I can buff it back to looking better at least.
Not sure when I'll actually have time to install the rest of the syspension parts, but hopefully I'll get it done this year.

I wish IN would do that for emissions as well.................. We got all the damned industry on the shoreline so I dont know if it will ever happen here.

Please for give my bluntness, but, it appears that financially, things appear pretty good for you. For me, financial hardship is the only reason to sell something nice. Why on EARTH would you ever even consider getting rid of that car?! It's gorgeous.

haha thank you. I was considering it because the car had been sitting for years and I kinda lost interest. I also bought a house a few years back so most of my time and money was going to that. But given the amount of money I have into the car and the amount I could get for it, it wouldn't be a good idea to sell it (unless I really needed the money). I could probably get more parting it, but I'd hate to do that.
I was worried it wouldn't run reliably until I figured out tuning. But actually, it was running great. I just need to get it cooler and hopefully I'll be able to take it on longer trips without worry.

Thanks guys. Depending on when, I'd probably be down. As for bringing my car, that would depend on where. So far I've just been doing local driving to see how reliable it is. Today was my third time taking it out. Stalled twice in the garage, seemingly randomly when fuel pressure cut out. But after that, I put another 10 miles on it without issue.

For me in particular, it makes searching for an F-Body an extra headache since most of my search results are cat deleted cars from Illinois. Made the mistake of buying a 89 Formula with no cats, got a hi-flow cat installed on it and it blew the engine.

AMEN to that. Making us hoosiers test all the way back into the mid 70s is ludicrous. Half the time, you're lucky to even find a car that old that still has the engine in-tact. Nevermind it running correctly.

The Inspection and Maintenance (I/M 93) Test is used to test model year 1981 through 1995 or newer vehicles. During this test, an inspector drives the vehicle on a treadmill device called a dynamometer. The test simulates driving on a road. While driving, the vehicle's tailpipe emissions are captured and analyzed to evaluate the effectiveness of the vehicle's emissions control equipment. It is important that a vehicle subject to this type of test has an exhaust system that is intact and leak free. The vehicle also needs properly functioning brakes and should not have any major fluid leaks.
The Single Idle Speed (BAR 90) Test is used to test 1976 to 1980 model year vehicles. A metal probe is inserted into the vehicle's tailpipe while the vehicle idles to sample the exhaust stream. At the same time, a sensor is placed on the hood of the vehicle to measure the engine speed. The probe measures the vehicle's emissions and they are analyzed to determine whether or not the vehicle's emission control equipment is working properly. The vehicle's exhaust system must be intact and leak free.
