hardship waiver?

hardship waiver?

just browsing around on the colorado air care page and found a few references to something called a hardship waiver. I cannot find a description of what this is, anyone know? Heres an exerpt and the web site

"A separate hardship waiver is also available, but is granted only one time per vehicle. The vehicle must be repaired by the time of its next annual or biennial test (depending on the vehicle model year)."

Yea, it's a waiver for people who need thier car as it is the only mode of transportation but will not pass the test and they have no means to fix the problems. They usually wont allow one if you live in a metro area, near a bus route or live a short distance from work. Basicly its for unemployed, or wellfair folks who cant fix thier car. My ex wifes friend got this after her husband droped off radar and she had to go on welfair. Smart guy that Nick was.
