NOx is oxides of nitrogen. NOx is created when combustion temps exceed 2500*
with NOx being that high you could have more than 1 problem could be a lean condition, timing, EGR malfunction, CAT, etc.
post up the HC,CO, O2, CO2 readings, also was the car at operating temp how often is the car driven

very first thing to check on a nox failure is egr system, meaning making sure the egr valve is getting vaccum, ie egr control solenoid, vacuum line, you can check to see if the diaphram is ruptured in the egr valve, there is alot to diagnosing a failure but if you want a "band-aid" just put a LARGE cat on will pass but not the next 2 years lol

first start by checking the timing just incase, then check EGR operation. the CAT seems to be working, usually you want the CO2 to be in the range of 13.5-15%. CO2 is kinda like a cat efficiency monitor.
OH! high compression can also result in high NOx
