to stay smog legal your gonna have to keep the Q-jet carb so your limited to CI I'd say no more than a 355 their's a couple of company's that do performance rebuilds on the q-jet I think jet is one of them. just use parts with E.O.#'s(50 state legal) and you'll be fine

I also say go with a 350 so you can stay within smog limits. You can get a GM Crate motor and build off of that, or you could pick up a used 350 and just rebuild it. GM makes a crate 350 for about $1100-$1300, it's rated at 260hp/350tq with a carb and headers. It would be a good motor to build from, plus it has an awesome warranty 3yrs or 50,000 miles. I have it in my car and love it, the part number is ENGLM1LS9/10067353. Just my 2 cents, hope this helps.

a 383 would pass if you used emission legal parts but I don't think the q-jet's are up to the task

You shouldn't have to do anything to the computer, may want to do some tuning or custom chip burning in the future, but really not required. I don't think a Q-Jet would feed a 383 either. You should post in the other sections Terrell mentioned for further info.
