Pennslyvania to Ban Aftermarket Exhaust!

Hey guys start contacting these Representatives and ask them politely to vote against this bill!!!

Pennsylvania Reintroduces Bill to Ban the Use of Aftermarket Exhaust Systems

Legislation (H.B. 1330) that would effectively prohibit the use of exhaust systems other than a “factory-installed muffler” or a “muffler meeting factory specifications” has been reintroduced in the Pennsylvania State House of Representatives by Representative Michael K. Hanna (Phone: 717/772-2283, Fax: 717/787-4137). The bill has been referred to the House Transportation Committee.
Contact Rep. Hanna and Members of the Pennsylvania House Transportation Committee (List Below) Immediately to Request Their Opposition to H.B. 1330

H.B. 1330 ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without increasing emissions.

H.B. 1330 fails to recognize that aftermarket exhaust systems offer increased performance and utility.

H.B. 1330 would make it nearly impossible for hobbyists to replace factory exhaust systems with more durable, better performing options.

H.B. 1330 perpetuates the erroneous assumption that enthusiasts who equip their vehicles with modified exhaust systems are involved in illegal street racing.

Call or Fax the members of the House Transportation Committee in Harrisburg (See List Below) today to oppose this legislation. This bill unfairly tramples on the rights of vehicle enthusiasts in Pennsylvania.

This is such crap. WHY are they concentrating on stupid stuff like this. You mean to tell me that PA doesnt have anything better to work on? LIKE ROADWAYS!!! Haha thats the whole reason my TA had an aftermarket exhaust to begin with! A large poorly fixed pot hole ripped my other one off.

It just really irritates me. And its probably a group (wont mention which group) that is ruining it for the rest of us with all the illegal racing and accidents and all.

"Oh that car has an aftermarket exhaust...they must be street racing and polluting the air more" aahhhhhh... friggin politics.

yeah im sure all the meineke,midas and all the other exhuast shops that are corporate owned would let this happen they would lose billions the only ones i wish they would ban are them big coffee can mufflers on a 1.9 liter honda cause they really need a free flowing exhuast

I wonder if all those fart cans are actually certified as 50 states legal though? I remember when i worked at autozone, we had a few laying around, and no where did it say that. It did say however that it was for "offroad use only". Im pretty sure my magnaflow doesnt say that, so I and many others would be ok. This is just silly in my opinion. The muffler doesnt do anything for emissions... Its only a sound thing.

So they better make every harley owner change their exhaust too...because holy crap some of those things make even my car sound timid. Ugh... I hope nothing like this goes through. Im not changing my car...I dont care what I have to do to avoid it.

Does anyone know if this bill is just coming out of the house and on it's way to senate? or has it come out of comittee on it's way to a full floor vote and then onto Fast Eddy's desk?

My Rep was defeated back in the primary and had NO interest in helping out any of her soon to be former constituents. Conversly the new guy won't be in position until next session.

Can someone call thier district rep's office and find out where this bill is?

THIS IS B/S!!!! This state spends more time on attacking younger people and car enthusiasts more than it does getting drugs and illegal guns off our streets. I guess it goes the same with the bill they were working on that involved making all road signs in the state larger so our elderly drivers can see them better. If they want to pass a bill, how about anyone over 55 has to retake their driver's test every 6 months....and pay for it! For christ's sake, my truck was hit twice last week by ignorant old farts over 60 years old who didn't even get into any trouble over it. The one even fled while the other tried but didn't succeed. Where's the justice in that? I think Hanna should be beaten with the legs off his own desk! All this is, a simple ploy by an older person who never had a real interest in automobiles other than how much his cost US!

I mean no disrespect to our older members at all. I'm just expressing a well known problem that is being ignored.

How about some more injustice...those elderly drivers probably pay less than $400 a year for insurance, while I pay over $1200 a year and haven't had a claim in 13 years... ... and that was for a $1200 front clip re-paint from vandalism, $500 of which was my deductible!

Yeah, no ****! I had 1 speeding ticket in the last 7 years and I can't catch a break either. Then again I have too many toys, but I thought there was a discount with multiple cars, more B/S!!! I am so sick of how this state is run. Commonwealth is so screwed up. Do you know how many times I've seen people get nailed for stupid things in one town, and in the next town those same things are legal? My question is.... what are they going to do about those of us who've already modified our exhausts. I'm not paying anyone to kill my power, gas mileage, sound, emmissions and most of all..... alter something that is MINE!!! State laws and D.O.T. regulations contradict one another as it is. Imagine how it would be then if this bill would pass!

You do realize it only takes one craft lawyer to shoot down that whole law. No police officer is qualified to say weather or not you have a legal exhaust. Same as a DUI.
They would be forced to come up with test equipment like a Breathalyzer as an officers word is not good enough once in court with a good lawyer. Ask OJ.

They would then revert back to state and local DB level laws to make the decision.
Which all 50-state legal aftermarket systems already pass.

Stupid laws like these go over all the time till someone challenges its.
They know most will just pay the fines. And that is all they want.
Every local yokel town that tries to ban loud pipes end up in trouble once someone fights.
Long as stuff is 50 state legal and within the local ordinance DB levels for said times of day……. Problem is they make $50-100,000 in fines before someone will fight.

We got them double tax laws now and those who fight don’t pay.
You pay taxes for fire and police service but they now charge you for the service calls.
Several folks had accidents right in front of a local fire station and cause they all came out and stood around looking at them. Folks got a bill for $3000 cause “ 3 trucks and 12 guys showed up” City doesn’t do the billing, a 3rd party company who gets %20 takes care of all that. They just like the extra income. But they need a new level to pay for more things to help folks, to charge you for again when they show up to help you. Weather you need real help or not. So now they send everything they got to a knee scraping.

those bikes are the last straw for me. i drive a truck for a living and i get in trouble for having a loud engine brake but those bikes go past me with drag pipes and nobody says a word. another thing that kills me is were is the seat belt on a bike? you know in pa you have to wear a seatbelt!!!! the one thing that really drives me up the wall is these poker runs . they always seem to be from one bar to the next but you never here of a d .u .i on a bike. its not that i hate bikes because if i didnt have my camaro i would probbly have a harley with a loud exhaust too. i just wish the laws were fair .

This law passed in Mass a while back. I know a lot of guys that cite for it. I can't remember the section but its "altered exhaust" It hasn't been a problem in court either. All we have to say is "In my experience working on the street, that vehicle was 2-3 times louder than the same model vehicle i've witnessed operating numerous times".

Joe, I've had a few discussions with people regarding the Mass. law. Apparently, the consensus is that aftermarket exhaust is not illegal. The law is worded such that it says that you may not alter your exhaust with the sole purpose of making it louder. Since most aftermarket exhausts also claim greater efficiency, then one can claim they are not merely altering their exhaust for volume. However, a friend of mine did just fail for having a Borla on his car. I've been told that he could have contested it.

In any event, this type of stuff is bullcrap.

I dunno. I'd never cite for it but, I've yet to hear a recent one fall through in court.

I caught something like that too about the sound levels. Still id like to add to all the government a**holes that think they can just rule us as they wish {you can kiss my a**} i think we dealt with enough regulations on our sense of fun. No wonder there is so much crime cuz people are going nuts being feed into the funnel of political B/S and having all our rights taken from us, let us create a bill stating they cant jackup fuel cost just to turn a hugh profit and line there pockets, did ya notice the other week when the price of oil went down but gas went up, bet they would dismisses that bill. It all comes down to if they have no interest in something then its wrong and need a bill to control us in our pursuit to enjoy. I guess you can tell iam a bit antigovernment but unless we fight for what's ours they will continue to take it away until we are their puppets.

this is because of all those morons driving around real late at night with their loud *** exhaust. gosh that pisses me off, especially when i have to work the next morning. And what about motorcycles? theres nothing worse than the sound of a bike exhaust. they can take away aftermarket exhausts on cars, but there will still be those idiot bikers driving around with all that noise.

if you read closely, you will still be able to get away with an aftermarket exhaust if its street legal:

"Every motor vehicle shall be equipped with a [muffler]....or other effective noise suppressing system in good working order and [must be] in compliance with the maximum noise levels permitted under subsection (a)"

Two things guys. I am orig from WV. I have been away from home since 2000 due to me joining the military and now that i am out i live in Cali. Now you want to here some bull #$!@. Cali smog laws are They are thinking of making people smog there vehicles every year here.
Now imagine here in a couple of weeks when they have the presidential election and GOD forbid OSAMA OBAMA gets the office. Dam tree huggin democratic liberal douches will no doubt mess with gun shootin car buildin hot roddin gear heads like our selves. Good buy land of the free and home of the brave. Hello land of the weak home of the scared.

Dean Florez is the senator from Sacramento who is trying to get vehicles over 15 years old smogged every year. So far we have defeated his bills and I havent heard anything new yet.

Cali's smog laws have helped clean up the air tremendously since the 70's. The only thing BS about them is the visual test. Why does it matter what's under the hood if it passes clean out the tailpipe?

It's funny how the majority of the public are brainwashed by our ever changing legislature. Such fear is always the beginning of a communistic thought process. Politics will always get away with what the public allows them to get away with, but with the advent of the internet, it's isn't as easy (except for the baby boomers, as they're still asleep lol). Remember, our taxes created and fund they're little facade, and a handful of politicans will never hold a candle to millions and millions of pissed off tax payers. The more the public becomes aware of how the system works, and this is including our monetary system, which is privately controlled by a handful of people, the less control the government will have over they're lives....

yeah i am wondering too. i was thinking about going dual exhaust with cherry bomb glass packs. but if it really passed thats the biggest load of BS i have ever heard, my neighbor has a bike that is loud as hell, I can here him all the way from mcdonalds [ abouta mile from my house ]
