No more IL Emissions for 1995 and older.
How about the bottom line first (for all you out there with ADD)?
So, bottom line is this, as of Feb1, 2007 no more emissions testing will be required for 1995 and older vehicles. If you do not believe me, continue reading below and tell me if you think I interpreted something wrong.
HERE WE GO:
Illinois General Assembly - Bill Status for SB0397
Read through the links and stuff in the link above. (the website is a bit hard to navigate)
The new IL vehicle code states the following (word for word - copied right out of the IL vehicle code):
(8) The following vehicles are not subject to
inspection: (inspection meaning emissions testing)
(A) Vehicles not subject to registration under
Article IV of Chapter 3 of this Code, other than vehicles owned by the federal government.
(B) Motorcycles, motor driven cycles, and
motorized pedalcycles.
(C) Farm vehicles and implements of husbandry.
(D) Implements of warfare owned by the State or
federal government.
(E) Antique vehicles, custom vehicles, street
rods, and vehicles of model year 1967 or before.
(F) Vehicles operated exclusively for parade or
ceremonial purposes by any veterans, fraternal, or civic organization, organized on a not‑for‑profit basis.
(G) Vehicles for which the Secretary of State,
under Section 3‑117 of this Code, has issued a Junking Certificate.
(H) Diesel powered vehicles and vehicles that are
powered exclusively by electricity.
(I) Vehicles operated exclusively in organized
amateur or professional sporting activities, as defined in Section 3.310 of the Environmental Protection Act.
(J) Vehicles registered in, subject to, and in
compliance with the emission inspection requirements of another state.
(K) Vehicles participating in an OBD continuous
monitoring program operated in accordance with procedures adopted by the Agency.
(L) Vehicles of model year 1995 or earlier that
do not have an expired emissions test sticker or certificate on February 1, 2007.
If you will notice the last paragraph (L)!! NO MORE TESTING FOR 1995 and OLDER CARS
The SB0397 that is linked above was passed by the house, senate and Governor. It was made a Public Act on 8/10/2005.
The reason for the Feb 1, 2007 date (listed in paragraph (L) ) is because this chapter/section of the IL vehicle code was scheduled to be repealed in July 2007. SB0397 addressed this to administer a new vehicle emissions inspection program in certain specified counties, beginning February 1, 2007
The above is also referenced in SB2878 for other changes surrounding emissions testing. But the wording of " (L) Vehicles of model year 1995 or earlier that do not have an expired emissions test sticker or certificate on February 1, 2007. " remained unchanged. SB2878 was also accepted by the house, the senate and the governor and made a public act on 6/9/2006.

SB2126 that was proposed by Sen. Edward Petka would have changed paragraph (L) changing it to vehicles 25 years and older are exempt from testing. That bill never went anywhere since October of 2005 and since SB2878 was made an act after SB2126 was proposed, I do not think Petka's bill is going anywhere. Petka even voted for SB2878 to pass the senate.

yep..
old news here
they never had testing or inspections down here in central IL
only for vehicles above 8,000 GVW
i guess thats one good thing about IL
isnt very strict on emissions and such
but then theres very few vehicles left on the roads in IL that are junkers and in bad condition, they all rusted to the ground and were taken to peoria and such shredders, they pay a good price for scrap iron and cars here, its rare to see a junker sititng around, very rare, or any metal objects, all been shredded
they said less than 30% of the vehicles registered in IL are older than 95
its the land of corn and nothing else, aint crap here except chicago,
if chicago didnt exist then this state would be dead
i hope to relocate from this crap of state some day

I am on the boundary line of where emissions are required, and since I just removed every emission control device on my car, I am very glad to here that I can still register it.
