Seatbelt options?
Traffic conditions in my area are pretty crazy and my car handles great for cutting in and out and staying out of wrecks (i don't mean speeding recklessly through traffic btw)the only problem i have is that i am moving around a lot in the seat and would like to be better secured to it. The stock belt just seems rather weak was thinking about putting in a 5 point harness but i cant be putting in a full roll cage for that. I need to have access to all 4 seats also so i am a little limited does anyone know a solution to this?

to safely do a 5-point, you really want to have it hooked up to a roll cage; mounting the top strap mounts anywhere else could result in back injuries in the event of an accident.
a standard seat belt is more than enough to protect most in the event of an accident, but a new set of seats could keep your body planted a bit better in place

4 point has the same issue as a 5, 6 or 7 point. There is no good place to mount the shoulder straps. Even if you put in a harness bar which solves that problem, the harness will fall to the sides of the stock seat. So you'd need to buy a new seat.

Re: Seatbelt options?
Are you referring to the stock lap belt or an aftermarket one? And by just replacing the seat will help that much? I havent driven in seat like that before so i dont know how much it would help. if just that and a lap belt will do it great.

Re: Seatbelt options?
the side bolsters of the seat are going to keep you from moving side to side. the lap belt will keep you from going foward.
the openings at the top of the seat are for the 2 sholder restraints of a harness, if you were to use a harness. they would need to mount to a roll bar for proper function. mounting the sholder restraints any lower than your sholders would crush your spine if you got in a wreck. anything higher than your sholders is ok.

Lap belt as in points one and two of a harness.

It's a common thing in autocross circles that requie stock seats and belts. They use that in addition to the regular 3 point. For you, the 3 point also keeps you legal.
I wouldn't use that seat or any reclinable seat if you were to use the sholder harness. The majority of seats like that are not strong enough and will collapse in the event of a shunt.
