Need knowledge!!!
hey what’s up, I have a 1990 z28 5.0 5 speed manual, well at least I think I do, it has all z28 badges, not IROC but has a tbi engine, and I searched the vin online and it says it’s an RS, so I’m wondering if it could be a RS/z28 or if the guy that sold
me it just put on the z28 badging, would appreciate some insight, thanks.

In 1990, there were no plain Z28's. And IROC's said IROC-Z on the ground effects and rear bumper. The Z28 badges do not belong on a 1990. No RS/Z28 option. I'd say you have an RS with Z28 badges

No TBI IROCs after 1989. Chances are very good that it's an RS just based off of that info.

Look at your SPID sheet. Start in the "Z" section.
Does it say "Z28"? Yes/no ... you do the math.
GM's contract with the International Race Of Champions (aka IROC) expired at midnight Dec 31 1989. There were, therefore IROCs of these cars, up through about the 1st half or so, of 1990 production. After that, no IROC Camaro anymore.
"IROC" was as much an appearance package, as anything performance-related; especially toward the end of the run with GM. Unfortunately they stuck that sticker package on LG4 cars up to 87 and TBI cars 88 & 89. Not sure whether you could still order it for a TBI car in the 90 model year. Navy and some of those other guys would know more about it than me, by that time (late 80s) I had kinda quit paying detailed attention.
AFAIK they dropped the TBI in 90, for all Z28 trim levels; AfAIK if it had Z28 it was TPI, if it didn't it didn't. I'd be inclined to suspect that if your car came with TBI (VIN E) then somebody has just been aggressively pasting stickers on it at some point. The VIN and SPIDs tell all and do not lie.
Never forget, stickerzzzz are cheeeeeeeper and eeeeeeeeeezier to install than "hard parts".
