Pull the windsheild, then take a wire brush to the tag? Then maybe a coat of cast iron gray spray paint.
Apparently one of my Camaros has been stolen at some point, and all VIN's were removed. It now has a VIN tag installed in the driver's door jamb, it was installed by the California Highway Patrol (where the car was from).

Re: vin badge replacement
In some states (like MI where I live) simply having or posessing the special rivets called Rosette Rivets is illegal.
For some reason the VIN tags on some cars rusted pretty badly, I would think it would be more prevelent on the T-top cars, but I have seen it on all models...
Other cars seems they held up really well... I think it had to do with the coating that they put on the plate was not applied correctly.
