what do you think this pre-prototype camaro started off as?

It was a skylark! The picture came from a book on the third gen called, Camaro the third generation by Michael Lamm.

I was going to say Citation, so I would have been close. Definitely X-car. The stock X-car door and windshield frame gives it away.
