Because 89 column had VATS you need to pull the vats stuff out of the 89 column and put it into the 82 column or the car wont start. I am also suprised your wipers work with that 82 column.

You can also simply have a custom PROM burned with VATS turned off. VATS is a finicky system anyway. If it doesn't concern you just eliminate it. Click the link on the right of the screen for "TPI Parts". He can do one for you. It will run you about $65.00, which is really reasonable. He can also adjust fan temp on/off and some other settings if you like.

The only good way to bypass it is the way I mentioned. I am talking about the PROM chip in your ECM (computer). I'm not sure why you think you'd have to take the column back out to change a computer chip. The computer is under the passenger side of the dash. It will take all of 15 minutes to change the chip.

If he has trouble changing the prom he still has to bypass the the starter enable relay.
it's alot easier just pulling the steering wheel off and putting a new tumbler set in and plug it in and the car will start right up.

Re: 89 rs steering colum swap
The only problem with swapping a vat's cylinder into an older column is that the vat's ignition cylinder is actually a little larger in diameter and the hole in the older column is too small to accomidate it, I simply enlarged mine with a dremel until it was large enough to fit the cylinder in. I also had to swap out the multifunction switch (wipers, cruise, etc.)

Re: 89 rs steering colum swap
The VATS system is definitely going to be an issue but even if you fix that problem it may not work. The 82-83 columns are different from the later columns. I think you'll still have to do a decent amount of splicing to get get everything to work. 1989 is actually a one year only column because it's the first year for VATS but the last year without an airbag. (Some '88 GTA's had VATS columns that are the same.)
