they're the same car.
only diffs:
the springs, shocks, and sway bars are different.... unless you have teh F41 package on the RS... then its identical.....
the engines are obviously different..... although IMO, they're both slow, and need to be modded, so to me at least.. its a moot point.
the badges are different.
the guy with the Z28 pays more for insurance.
thats the diffs..
now there are other options you could have.. like a quick ratio box, or the wonderbar.... but they're all minor things.

Well put MrDude_1!!
I like the insurance line, that's why I used an RS for my swap. I loved it when they asked me at the insurance office, "is it a v6 or v8?" I snickered and said, "I have to admit, it has a v8" lol.
Boo.

Misinformation abounds in the voided reality of the internet.
Sure, F41 is identical to the suspension under the IrocZ... that's why the IrocZ typically shows the RPO FE2 for the suspension. Oh, and the spring codes are different... hmm... and no wonderbar on the RS... Gee, some differences huh?
The RS is the base model car. When you walked onto a dealership lot in 1991 and you spotted that 92 Z28 with its 350 tuned port injected engine under the hood, leather interior, heritage stripes, F40 style spoiler, 16" wheels, etc and then when you sat down with the salesman and they start crunching the numbers and figuring insurance, etc... That's when they hook you with "well, the RS is almost the same thing, and costs less, is easier to insure..."
Standard equipment on the RS was a V6, standard wheels were 15x7's with narrow tires, small sway bars for comfy driving, and soft rate coil springs again to keep the ladies comfy... a 115mph speedometer with a low redline tach, high back bucket seats, vinyl door panels, RS badging, etc... But its got those flashy ground efx and a spoiler... ooooh... Spend a bit more and you can get the Z28 wheels, and a V8, and wow the V8 comes with an upgraded F41 suspension package... some more money and we can get the upgraded interior... Oops, we're out of options to make our base model wanna-be Z28 more like the real thing? The only RS even close to a Z28 was the B4C police package, which is not only unusual, but also wasn't available to the general public.
So what could you get on a Z28 or IrocZ that you could never get on the RS? Lets start with TPI. TPI cars had better exhaust manifolds, larger diameter exhaust pipes, optional dual catalytic converters, optional improved rear gear ratios, optional 145mph speedo clusters, FE2 suspension with larger diameter swaybars and stiffer rate springs in all four corners... What else? there's that big wing and hood blisters for 91-92, and the wonderbar, 16" wheels, louvered hood, etc for the 87-90 cars.
[sarcasm]Yeah, the RS and the IrocZ/Z28 are the same exact thing. [/sarcasm]
There was some overlap in available equipment, but ultimately when it comes to performance and not just appearance the RS was never equal to the Iroc or the late Z28. Even then the appearance was never the same either, just close enough to sell less desirable cars to the people that didn't know or didn't mind the difference.
Oh yeah, forgot to mention... As far as insurance at the present date, for liability only, the insurance on an early RS without an airbag will have a higher rate then a later L98 Z28 with an airbag. The rates don't vary much at all for engines anymore. My 91 Firebird 3.1, 91 formula 350, 91 305 RS, 87 Iroc 350, 86 T/A 305TPI, 84 Camaro 2.8, etc all cost within $10 of the same premium.
