very minor surface rust underside floor

very minor surface rust underside floor

it's soo minor its not an issue at all right now and prob wouldnt cause any problems for many many years. it's a very clean southern car and i think its simply a result of main years of road dirt hitting the underside wearing off the pain and rain causing very small specs of rust. I want to preserve this car for many years and want it to look perfect underneath. should i wire brush the underside remove rust and paint in effected areas or should i use a rust reformer and paint over it? it want to seal it off from mosture. would the very minor rust become worse if i used that method. also i want to make sure that all of the paint stays on the car and sticks despite being basted with dirt gravel and whatever else the car experiances going down the road. im affraid to remove paint that is very well stuck on the car for many years. what is the best way to do this? i want to presive this car for many many years it's going to be a classic soon and i want to keep as solid as possible.
P.S. car has never been in salt is very clean and im just looking to keep it that way. I will never drive it in the awful winters we have in buffalo, ny. i wont let my baby taste salt, ever

is this product something that i would strip down to bare metal first or do i apply it over what is already there? can i apply it over the surface rust?

bought some POR 15 today

i tried some small areas and ill see how they turn of before i try any larger areas. so far i like the product alot gives a nice coverage over the effected area. however it is also quite expensive, 25 bucks for a 1 pint container, but it seems like i will be able to cover a very wide area with that 1 pint. and my car is very much worth it i want to have my third gen for a very very long time
