There is no RPO code sheet on an 82 Pace Car. RPO sheets didn't start showing up fro a few more years. The best way to tell if the car is an original Pace car is to check the cowl plate under the hood. The code 16L and 16U will be on the plate with also the 26G interior code. I believe this code was only available on the Pace Cars.
In answer to your other question, No. The pace cars got optioned like every other car. Differently. Some had 4 wheel discs, most didn't. Some had power everything, some had power somethings, some had power nothing. The most common pace cars are the ones with very few options. It will probably be the LG4 with manual trans, manual windows, base stereo, etc. I have seen very few fully loaded pace cars.
The one you are looking at has the upgraded LU5 Cross Fire injected motor which should also have the automatic trans. It will also have the operating cowl induction panels on the hood. The VIN sequence falls in line with the Pace car production time frame. This car was made in February of 82
