Good question Sammy. The Camaro White Book does not list wheel locks as an option for any third generation year, so I can only surmise they were standard equipment. But I cannot begin to guess whether this is true for all years / all wheels. I feel a survey is in order. So here is what I know to be fact:
RPO PB4 = Wheel Locks
Both my 1987 Z28 convertible (15" wheels) and 1987 IROC-Z (16" wheels) have PB4 listed. Contained in my documents with my convertible, i.e. Owners Manual, Convertible Top Supplement, & Warranty & Owner Assistance Information, was the attached pic. Although it shows a Firebird wheel (with nylon nut caps), it does state, "Actual wheel may differ from illustration."

The short easy answer is... YES!
So far the following cars I've had first hand experience with had wheel locks.
85 Trans Am (15" wheels)
88 Camaro Coupe
91 Firebird 3.1L
91 Firebird 3.1L
91 Formula
91 Camaro RS (16" wheels)
Etc... I'd have to say they're pretty common. There are two varieties, the first style are black steel capped lugnuts that match the 82-87 Camaro lugnuts. The second are threaded gold colored nuts that match the 88-92 Lugnuts. The current threaded lugnuts are pretty similar to the thirdgen locking lugs, but the threads tend to be longer.

A little more info...
The lugnuts came in a plastic bag with a card similar to the page Willie posted, depicting the 84-87 16" Trans Am/Formula wheels, the actual lugnuts, the key, and a sheet of labels with the information for ordering new lugnuts. The sheet was perforated with 3 cards, one was adhesive backed to be applied in the console, one was for the owners manual or owners wallet... not sure what the third was for.
The factory lugs were manufactured by Amcor.

None of my cars have had PB4. In fact when I got my 82 T/A, it came with an *aftermarket* locking lugnut set that a previous owner bought because I guess he wanted it and the car didn't come with it from the factory. I have the 20 original lugnuts in a little plastic bag. My cars are listed below in my sig, plus an old 83 S/E I once had. None of the 4 had it.

I should also point out that I have all the locking lug stuff from my convertible. Most of it was still in the bag with the cards and the key. I have another set of the paperwork I took from an 89RS with 15" wheels, and another set from an 88 Grand Am. Its all part of my documentation library.

As I said before my IROC came with the locks and I got rid of them. They are a pain in the butt to change the tires with and they don't work. When my car was stolen in 88 they took the wheels and the radio and the locks did not stop them. High Security wheel nuts only for you and not someone who wants your wheels. My opinion.

There are about two million ways to defeat the factory locking lugnuts... but your typical 14 year old with a tire iron is going to give up pretty quickly.
A new set from GM costs $20, having a set removed by a tire store if you lose the key is only $5-15, a set of 16" factory wheels can be hard to find locally and extremely expensive to replace. Its worth it to have the locking lugs, even if its a minor security benefit.

Exactly.....That's why we lock our doors as well. Anyone can break into a window if they want to, but it still prevents thefts.

I have a 1990 iroc with 16" wheels. I know this is a stupid question, but can you tell at a glance if they are installed? All 5 look the same on each wheel. Or is there a plastic cover over each locking lugnut for looks?

I suppose they could have put a cover over the locking nut, but then there would be one over every lugnut to make it look uniform I would imagine. Just go and look, shouldn't be hard to figure out. Most likely you don't have them though if it isn't obvious or if you don't have covers on all the lugs.

I just noticed in the diagram that Willie posted that it shows a nylon cover to be removed from the locking nut first. I guess I need to go out and see so I can make sure it has the right tool to take it off if it has them.

My 88 IROC-Z had them when I bought it but didn't have the "key" for them. I had to beat a socket on to them to get them off, and later I found a sticker on the underside of the rear Bose speaker giving me the serial # of the locks and how to get a replacement "key". I sold the car at Christmas and I still have the lugs.

Willie's pic is of a 16" TA and Formula wheel like my '87 has. They have black nylon caps on all the lug nuts, not just the locking ones. The cap is for looks, not for security, lol.
Yes, mine came from the factory with them. It was an option that I spec'd when I had my car ordered. But you're right. They won't stop most car rapists from getting the wheels if they REALLY want them! But then again, when they've got the entire car, they have plenty of time to work at it!

My friend's '89 RS (15 inch) had them and my '92 (16 inch)has them and my locks worked with his. We found out one day when he had a flat and couldn't find his lock tool. GM stopped putting locks on F-cars at some point duing the 2002 model year and I was not happy about it.
