Might wanna try the VHT Nightshade spray on tint.
Nothing obvious for Police to see, you can determine just how dark you want it, by applying more layers & comes out very nicely.

I did my 97 Tahoe (now gone) about 7 years ago, never polished or cleared it & don't recall it being too "flat" or anything.
You could always separate the lens from the housing (really simple...2 pop in pins, then SLOWLY cutting & prying the sealed edges apart) & paint the inside. It would leave the outside perfectly smooth & untouched.
