Hedman Stepped Headers

Looking to buy short tube headers for my 350 85 IROC-Z. Are the stepped (1 3/4" to 1 1/2") 68474 headers worth the extra money compared to the 1 3/4" 68470?

no they're not typically.

I'm not sure, however I must say, "if you find a set for $50 buy them!"
I think long tubes are the most bang for the bucks, but clearance issue may interfere with ones desires to obtain such performance.
