Flowmaster's exhaust systems are 50-state legal you shouldn't get a ticket. But your main problem is that you have no cat that’s probably the cause of most the tickets but Dynomax makes awesome flowing quiet mufflers or you could keep current exhaust and add a bullet muffler before your Flowmaster muffler to quiet it down. Just some ideas for ya.

I think the term 50-state legal is a pipe dream, in my area anyways there are usually local ordinances (in this case noise ordinance) that euserp the state laws, and i have also been told that here in wisconsin anything not stock is illegal.... but as to your question u might wanna check out SLP, dont know if u can get the muffler separate from the whole catback but i would assume so. It flows great, and sounds great but is not nearly as loud as my old flowmaster. Last time i got pulled over the cop asked about my exhaust and if it was stock or not...... so i told him it was stock on the late model SS and that was good enough for him Usually when i race the r*cers im told that no one could hear my car at all over the 55gal. drum mufflers the import guys got......... they just see my foglights pullin farther and farther ahead Yes your car probably is louder without a cat but i wouldnt worry about your tips since i think they have almost no impact on the overal sound. However if u do go SLP its 2 on the left and your old tips wont work .

They are nice and quiet and still have that flowmaster sound

"50-state legal" is in reference to emissions.
Safety (with regard to exhaust) and noise are state & local. A lot of localities have noise laws that are pretty strict, and some states are considering (some already have on the books) that an exhaust system cannot be louder than what the factory had on it.
If LaCrosse has laws about noise levels, you aren't going to find that information in manufacturer's catalogs.
