Well, with only a little modification you could get up to about 630ci (BBC) but yea, 454 is the biggest SBC you could stuff in there.

A 454 SBC is a lot of exotic parts including the block. A typical "large" SBC is 434.
The biggest BBC without modifications is 540. It has the same external dimensions as a 396, 427 or 454. Anything bigger such as the 632 is a tall deck block and will require modifications to get it to fit.

no actually the biggest small block I've heard of was in a hotrod article on big inch small blocks, 486 or somewhere around there
but hell with enough work and time you could probably fit most anything, I've seen a 6-71 blown 383 stuffed into a 500lb BMW isetta in the back of CHP, so most anything is possible depending on how much work you want to put into it.

big cube small blocks get very pricey and the HP/dollar ratio gets very small. If you seek big inches, just go with a big block. In states with lax emissions laws a big block with a proper cat and decent tuning might pass emissions in a late model car. I'd save big block swaps for older third gens, 82-84, they had less stringent emissions standards for those year cars, get a screamer small block for a 85-92 third gen.

yeah they aren't very cost efficient, it's nice in states like ND when the entire state population is around 620,000 so there isn't enough people to warrant any emissions checks, although still no exhaust shops will do work without catalytic converters, so I just unbolted mine and gutted it, it's now a $175 pice of pipe but so be it I guess
