Ive got the whole steering column into pieces and i dont see an exposed wire on the switch harness. Maybe there are some wires that are under the tilt cover that i cant seem to take off

0 wires that are exposed on the wiper switch itself

could be a hairline crack in the insulation of a wire, just enough to let voltage out as it moves around with the column. Im trying to think of any other possibilities but Im coming up blank.

If you have a test light, connect one end to +12 volts and probe the wires coming from the wiper switch. The white wire is power going to the switch, the grn, gry, pink and ppl are the signal wires coming from the switch to the wiper/washer assy. Probe those 4 wires as you tilt the column up. If the test light lights up, you found the wire that is shorting to ground. If you don't find any of those 4 wires turns on the light, test the white power wire. To do this, remove the fuse and probe the fuse terminal that goes out to the switch. If it shorts out, the test light should light. HTH!

It's not as pretty but you could wrap each wire in electrical tape around where it swivels and see if that helps. If it does then you know its a wire issue at the swivel, if not it's somewhere else.

I had the same problem and it was with the wiper lever/switch. When I replaced it the problem went away.
