tps driving me nuts!

Car: 1987 Pontiac Firebird GTA
Engine: 383
Transmission: T56
Axle/Gears: 3.42 10 Bolt
tps driving me nuts!
Ive done everything I can possibly think of with my TPS. The car is a 97 camaro ss with an LT1. I have a P0122 low voltage at tps code. I have a code reader and the TPS stays at 0% all the time. I used my voltmeter and Im getting a 5.02V reference (good) at the TPS. The signal wire will put out .20 volts from the TPS. The signal wire has continuity all the way from the tps pluggin to the PCM so its getting the voltage, but its just not enough. I took the TPS off and used a screw driving to turn the the insides and the voltage barely moves. So I though well it must just need a new TPS sensor! WRONG.
I bought a new one and its the same thing. So what could it possibly be?? Im getting the right reference voltage, the signal wire is getting voltage, but simply not enough from the tps. Ive went through 2 new ones within the last couple of weekis, could I have possibly gotten 2 bad ones? does anyone have any possible explanation?

it turns out that i just happened to get 2 defective ones in a row.. went to autozone and got a duralast TPS and solved the problem.
