Ignition key with no VATS pellet, where to get?

I've had far better luck at locksmiths. Instead of bypassing the VATS, it's just as easy to start with a VATS key blank. I had been getting them for $7 (dearlership was $25). Then the price went up to $9, and about a month ago they were $15 (dealership is $30+ cutting). They must be made of oil - Better hurry.

I am curious?! What will a Vats Ket Blank do? If it is just a key with out a chip than the vats system will still not work, or is it a key that learns the resistor value needed? i am lost.
