Car: '89 Camaro Convertible
Engine: LB9 Heads/LT1 Cam Holley 670 Carb
Transmission: T5 Manual
Axle/Gears: 3.73
WTF? Tach Stays Pinned

My factory tach stays pinned at 7000 at all times. Even when the ignition is turned off.

Any ideas?

First, thanks for the advice. I may end up trying this technique.

I'm not sure my problem is the same as that described in the link you provided. My tach stays pinned at all times, whether the car is on or off. Also, the problem began after I cut some wires under the pass. side dash (trying to remove the ecm harness). Could this be an electrical problem?
