That connector is for either your AC/Heater blower motor or your underhood courtesy light and as for why it is melting. You might have a short somewhere in the system causing an overload.

Trickster, can I ut the melted part off and just splice in a section of wire after I find the short?

If you will follow that wire up into that wire sleeve, you will find that that wire is already spliced into another wire. This is how GM got around running so many wires. As I mentioned in my other post, that connector is either for the ac/heater blower motor or the underhood courtesy light. They are both powered from the same wire. By the right hand hood strut you should see a wire with a fuse holder containing a four amp fuse that is supposed to protect that connector. Check it. As far as splicing in a wire to replace that connector, it would be better to replace the connector.
