ECU not using closed throttle spark table

I am running a 7427 w/ BJYL on 95 Suburban. In closed throttle situations while coasting the ECU is not using the closed throttle table. Is that because of the "Max speed for idle" constant? I have a light surging issue when coasting and it seems to be coming from the spark advance moving around while coasting at say 40 MPH which changes the manifold vacuum which changes my fuel pressure (VAFPR). Is there a reason I couldn't raise the constant to say 40 MPH instead of 4 MPH. The closed throttle spark table is much flatter near idle.
