Burn PROMs from Linux

I finally got around to writing a chip burning program for Linux. It works with the Moates.net BURN1. If there are any other common chip burners out there you want it to work with, I may be able to add support in a later version. I do have the documentation for all the Moates.net devices' protocols, but I only own a BURN1 for testing.

There is a console command line mode and a basic GUI mode. I will be adding features to the GUI mode in the next version, such as a progress bar and fields for setting the offsets.
