Good EBL EGR settings?

Car: 91 RS
Engine: 350 TBI
Transmission: WC T5
Axle/Gears: 3.42 Posi
Good EBL EGR settings?
Which ones really matter and which ones should I ignore? Also where should I set these things for best possible emissions? My EGR wont engage and I feel like it should be.
Also I have a very random idle (minor surges, NOT stall saver). BAT voltage is constantly fluctuating between 13 and 13.8. Think it may be related. PMP voltage always stays constant at 13.4. Whats this mean?

For the EGR the 'EGR - BPC Multiplier vs VAC' table is the one to tune. Can do VE Learns with the EGR active and see how the corrections go. Then mod the EGR BPC table to bring the corrections in line. Just don't use the BIN from the learn.
Then the 'EGR - SA Added' table. Try a little more and a little less. See how the engine responds. The other values could probably remain as they are.
The BAT voltage is read from the ignition switched sourse. The PMP voltage is from the fuel pump.

Will 0/0 for the MPH enable/disable table permit the EGR to operate at all speeds?

You can easily check if the EGR is operational. Open the hood and reach under the EGR 'mushroom' with your fingers. With the engine running at idle push up on the diaphragm. The engine should immediately stall.
Now while touching the diaphragm slowly open the throttle at the TBI. Once the throttle opens about 3 - 4 % (defined in the cal) the EGR should open. When this happens you will be able to feel the diaphragm move.
