Power enrichment vs. RPM

Am I correct in assuming that this is only under load? I was expecting a 3d table for enrichment vs. tps vs. rpm.
My issue is that I have a 355 w/ a 228/236 cam and headers under a '89 TPI. I can't run the car with the MAF connected, it's WAY too lean. not sure what to do... for the time being it's running w/o the MAF and with the engine light always on

TPS controls WHEN you go into PE. There is a separate table for that. Once in PE, then the %Fuel Add table kicks in.
