TDF files can be modified by using a program called TunerEditor. E-mail TunerCat about it.
ECU files can be created once you are familiar with their structure AND familiar with the disassembly of the exact bin for which you are attempting to make an ECU file for. Have you looked at the contents of an ECU file?? Ask a couple specific questions.

Anyplace else to get tuner editor?
I've looked at ecu files in wordpad, but I can't figure out too much. I'm not an EE or code cruncher. The only 165 ecu file (from GMECM) doesn't seem to work. Eventually, I'd like to be able to hack my own stuff, but I haven't found where to begin.

That's interesting about the T-Cat Editor, I was wondering about that...

I've played with it some, started adding/subtracting from the ECU coverage, but haven't done any burning with it as a basis - It'll be fun as a starting point, though. I'd be very interested to hear what you discover if you decide to try it.

Read through the ECU listed, along with some of the others available (727 stuff), cross-compare what is outlined in the file, and attempt some modifications. It's pretty straightforward once you look at it long enough.
For hacking, check 'ECM Guy's page for some descriptions of GM code layout. It will give you an idea of how some of the command structure and reference tables are layed out. Maybe someone else can address that informational need a little more directly.
