O2 Fail, Error Code 13, but good mV and Xcnts

Car: Cobra Kit Car
Engine: 350 HSR
Transmission: TKO 600
Axle/Gears: 3.31
O2 Fail, Error Code 13, but good mV and Xcnts
Hi,
Just from the start Datamaster send me an “Error code 13” (O2 Fail) but looking to the log file I can see that the sensor give an average of 452 mV with a top of 821 mV and a low of 160 mV.
Looking to the Xcnts (cross counts) I see the next values Max. 255 and Min. 0, and avg. of 132.8
Looking to the close loop vs. open loop, I can see that Close Loop is only for a short period 20 sec.
Reading to the previous post I found that the O2 sensor have a reference O2 measurement of the atmosphere.
Can be there the problem? A clogged reference port?
Where specific is the port allocated?
It is a one wire O2 sensor
I have a 305 TPI from 87 with a 165 ECM, the BIN file is original.

I will use these diagnostic cards.
I hope that it is not the ECM because it is a DELPHI remanufactured one. (16198259)

My 2 cents on the 02 issues :-)
I would say the top 2 causes for wacky 02 signals/issues is
#1 bad 02
#2 that grd it shows is the one on the rear pass cyl head(they come loose fairly often )
check those out and since your already there, ohm the wire end to end (from sensor lead to ecm pin)
That will let u cover all the bases and point u in the right direction

Thanks “3.8TransAM” for pointing some directions.
I have tested the ground located at the passenger head today and it was OK.
I thinks that is a bad O2 sensor due to the fact that the last week I have put a new oil pan gasket and I have used not the RTV silicone but some “Loctite” sealing compound and I thinks that this have destroy my O2 Sensor.
Hey I get rid of the oil leaking but the O2 is destroy, something for the “Lessons Learn”
I will buy a new O2 but should I wait for a while, till the sealant contamination is gone?
Any advice?
