PE Mode

Can someone decode this for a programming illiterate and explain exactly what has to happen to allow PE mode to happen?

I'm particularly interested in L85FF & L8600 and how the work together.

I had previously made my car idle in PE mode and now can't make it work again. I had set L8601 to 0 and L8603 & L8604 to 0 and it worked. But that was when my motor idled at @ 30 KPA. Now my motor idles at @ 40 KPA and it doesn't work.

I'm confused by L8600 and how it relates to L85FF. I'm sure this is a map (vacuum) issue. Can anyone help? Thanks.
