non functional fans or compressor when A/c is on

Looking for some help with my GTA. I have the electricly controled heater-A/C and when I turn on the A/C the neither the cooling fan or compressor turn on. The fan relay is new and the fuse is good but I am unsure what to check next. Even if the A/C system was empty wouldn't the fan come on anyway? I really want to get the A/C working again as the interior gets too hot to enjoy driving the car when it gets hot out.

You have the dual fans right? I assume the driver one works when the car is hot enough but, the passenger side isn't working? If so, I don't think it will come on if you are way low on refrigerant. I wouldn't replace any expensive parts til you charge that A/C up

Thanks, I suspected that the A/C fan might not come on if I was low on R12 but I was not sure if it would come on anyway. I am going see if anyone around here is able to recharge it with R12 next week.
