loose seatbelts

Transmission: 5 speed
loose seatbelts

the front driver/passenger seatbelts on my 87 convertible are loose, they will not retract. When I put my belt on upon entering the car it will not tighten to my body as a normal belt does. When I take the belt off to get out of the car it just flops. Is there a way to repair this problem or do I need new belts? If I need new ones where can I get a set of carmine red for my car. I am not opposed to either solution

Are they always out (not retracting at all) or do they retract if you give them a little tug?

They normally stay out when just unbuckled. I can on occasion work them in by giving them a tug which will cause them to retract at a rate of 1 or 2 inches at a time.
